i want to know which thing is important for top rank on google?

backlinks or page indexed?

If a page is not indexed it can not show in the SERPs, but the position that it is returned, once indexed, depends on competition, on page and off page SEO. Backlinks are the major element of off page SEO.

i have a new website it has 300 index pages and 65 backlinks............ backlinks are important for ranking or index?

I think both are important.Indexed pages are pages that are stored in the database of the search engines and that is ready to be displayed at the search engine results

For me, both of them are important because it help to gather the traffic on your website. They have different rule to help the website get traffic. Bccklinks help to gather good links while page indexed rank your website on the first page on the search engine to be more visible.

Well both of course, they actually go together.
If your page is not indexed then backlinks might help it get indexed. If for some reason your page is blacklisted then your backlinks really don't matter.
Once you are indexed then the number of backlinks can help your page go up the search engine results as long as your onsite seo is good and your competition is not too crazy.

According to me, both are effective for increase serp. So you should do both. For indexing your backlinks, you should use feedburner. It really helps to indexing backlinks of website.

As consider both are important you just cant left with one, having good back links from high PR sites will index your site time to time and also helps you to be Top in SERP's.
