On page optimization is all about optimizing your site with good layout, unique content, original thought etc. Off page optimization is all about link building, networking, getting your site known etc.

With the link building, make sure you are only building links from websites related to Islam. By building relevant backlinks, you will build relevant offsite optimization and perform better for keywords related to Islam. You can try submitting to Islamic directories, guest post on other sites related to Islam that will provide a backlink, get active in the Islamic community so related sites will link to you, take part in interviews with Islamic sites that will provide a link, etc...

Off page is all about the link building through different techniques which are Web 2.0, forum posting, article submission, social bookmarking etc. Through which you will get the traffic and backlinks towards the webpage/website if you will do it in the right way. Offpage of the webpage require title, content and targeted keywords and on the basis those, you can build links.
As Alan Smith said, make sure about 80% of your backlinks use your keyword or some LSI keywords :D
For off-page optimization, you should focus to build backlinks and build your social media channel.
