What is the difference between On page and Off page optimization?

On page optimization is something like having your keyword in the H1 tag, description, have it underlined and bold and have the keyword mentioned a couple of times throughout the article. If i am not wrong, there are a few wordpress plugin like seopressor and WP easy plugin(if i never remember wrongly) that helps you determine whether your on page optimization is done properly. Right now I'm following the 10/20/70 rule for SEO

10% of website effectiveness comes from Social Media
20% of website effectiveness comes from On Page SEO
70% of website effectiveness comes from Off Page SEO

So far it's been a good rule to follow.
