You can use google webmaster tools and set geographic location to your country. You can also try to find some local directories and websites.

I think you can state that the forum, blog to be effective, but very difficult.

There are several things you can do for specific local SEO:
- Host your site in your target country’s webhosting service.
- Do manual submission to your local version of search engine. For example, I will submit my site to google.co.id because I’m in way to optimizing Indonesia-languange website.
- Submit your site to local directories
- Link exchange and do guest post to local website of the target country

Easiest way, get a hosting or domain from that particular country and do everything else as usual.

1. Host site on the same country
2. Build backlinks from same country IP addresses
3. Build links from same niche sites
4.Link diversity from same country
5. Links from authority sites, like local magazines, news sites etc.
