i have no idea about the charge of freelance
It depends on how much time period the customer want to get services of SEO and what type of results he want
there are no any fixed rate any freelancer, i think, you should contact with company for SEO,
i think a reliable company is best for this purpose,
I think, It depends on Customer's need how much he wants to rank high his/her website. as you know more work is needed for rank high
Charge as much as client can pay because it depends on their range of investment. If client investment is more you can run Google AdWords and Facebook ads also. If amount of work is more then also compensation increases. Tough competition in the market for those keywords in the market also hikes your salary.
All you talk it too difficult.
