SEO has two types of techniques.
On-Page Seo
Off-page seo

On-pages SEO and Off-pages SEO

According to my opinion, Both on-page and off-page techniques are important for Search Engine Optimization. Both play a vital role in the SEO.

Build backlinks from high PR websites but, On page SEO is more effective than Off Page.

Both are important for your website

I have to say...your off-site seo should be based on your on-site seo...for instance, if you do your off-site seo independently of your on-site, then you might use "123 keyword" for your off-site, unknowingly your on-site is more optimized for "keyword 123". These are two different keywords. So, your on-site and off-site seo is not synced. But if you look at your "on-site seo", then look at your "off-site seo", you can better match your off-site to your on-site.

Strategically work on both...that is my advice!
