"Your account is limited" issue in PayPal?

PayPal seems like suspicious when it comes to users integrity and security point of view.
Without doing anything mistake my friend's account is as 'your account is limited, we've found suspicious activity on so and so date from this ip. etc.,'

from the past one year it is still limited nothing to edit or delete.

Have you ever faced such kind of problem and suggest a best solution?

Has your friend tried calling/emailing them and seeing what they say directly. I find the easiest way to get something like this fixed is to call/email them directly and see what they say and let them know that you have done nothing to cause this limited status on the account.
