If you are experiencing click bombing by your competitors on your adsense ads, you can do following thing..

Best way to detect the fraud clicks is to check for an unusually high number of clicks from one IP address and collect all evidence of times and unusual spikes in traffic and create a report. Google will then assess your account and examine the evidence you provide and if successful you can claim back the money you spent on fraudulent clicks. You can then use the IP Exclusion Tool in Adwords Tools (in the "Opportunities" tab) to exclude this IP address to prevent any future unwanted clicks.

banning IP's can also help with a lot of other unwanted activity on your site. Is click bombing occurring regularly on websites?

I don't think click bombing work anymore. Google Audit your clicks end of everyday and adjust what you have earned per day. Also only you need to do is inform Google that there is strange click activity happening in your site.

I remember once, I got a letter from Google about adwords etc. It basically gave me a breakdown of what it was and the measures they take when "analyzing clicks". They can see if you try click your own links etc. So I am sure they would be able to see if you try any other trick to get people to click on the links.
