The best way to optimize your Google business listing is to have lots of reviews and rating. Along with local citation is also necessary with accurate NAP. Also, while creating web 2.0 Profile, you can embed your business location map.

Best way to optimize your local listing is to have good review and rating. Also, upload optimized images in the google listing that will help you in boosting you local listing rank as well.

Best way is to have more reviews than your competitors. And all the required details about the business should be completed in listing for better user engagement.

Reviews and customer reviews do not help, there is also a google algo for google places .... person I also do not know

The best way to optimize the local listing is
List your Business on the particular SE where you want to rank it on (Like on Google, so List your Business on Google My Listing)
Local Citation on Top Listing sites like Yalwa, Yelp, Yellow Pages
Keep Update your Google+ Profile and add More photos related to your services and do not forget to optimize them first.
Ask your clients for review, keep in mind, fake reviews nothing to do with the local listing.

To optimize Google listing all you need to update it with all the relevant details, Proper NAP, Reviews, Images, timing etc.
