Cannot reply to threads

I cannot reply to some threads in some sections such as introduce yourself. why is that so?
I get the following message :

People abuse this to pump up their activity points fast, to get false members status in order to better sell their stuff in the marketplace...which then leads to potential scams and unsatisfied IMT members...

ahh okay glad to see measures taken to prevent scam in this forum keep it up at which member status will I get full functionality of the site?
