The forum member comes the different forum to achieve their specific goals. But, your suggest is also good. But, I don't think it is good idea to promote a forum.

yes that is great idead for future we can rank them and can give prizes to motivate them,so that they will work more for this forum,but it wont work now,first we need to add more members as soon as possible.

Promote the site first to get more members. Hire posters who can start interesting and good threads. This will motivate people to register and participate in the forum. When the site is already big, everything will follow.
