You can use Photoshop, but illustrator might be a better bet. Depending on what you're trying to 3D of course. Most times all you need to do is duplicate a layer a few times (depending on how 3D you want your text or even logo image - if you're using a vector image) to be. you can then take all the layers you created for the effect, merge them together and then move them slightly from the text, (like maybe 4 pixels right and two pixels down.)

Here is a tutorial for using both Illustrator and Photoshop. Here here you create the 3D in Illustrator and then move onto Photoshop for the detail.

and One with the method I mentioned earlier only using Photoshop. Here The whole process is done in Photoshop, creating a "fake 3D" illusion. This method is the fastest way though, and the one I use most.

If its for specialized Logo Design purpose go for Illustrators 3D revolve tool and for random stuff go for Photoshop ( I never practiced photoshop 3d as they brought the tool after I learned Maya modelling and texturing :P)

I know flash is the better soft to creating animation. And also it is possible to create animation with Photoshop. Can I get better quality if I use Photoshop to create animation?

You can, but once again it depends on what you want to do. If its just simple gifs, then photoshop is perfect for that, if its a bigger project, then I would recommend flash. You can design an entire animated website in Flash. you could do the same in Photoshop, but the quality would be better with Flash (IMHO). What is it that you're going to animate?

You're welcome Glad I could help.
