a friend of mine is a singer and he told me that, for him, the best software when editting and adding different effects and sounds is sonysound forge .. I didn't used it but i saw him using it and i must tell you that is working just fine .. you can search for it and see how it works before using it (hope it helped you)

Adobe soundbooth cs5 is very good
You can also use some effects from free libraries instead of creating them . Some libraries are :

Pro Tools is most commonly used for sound FX and foley creation and editing
