To some extent this will depend on what you want to do. If you just want to prep images for the web most simple editors will do what you need. If you want to do some more serious image manipulation you will need a more powerful editor, but there will be a learning curve to use it well.

True. I mean there's the gimp, paint dot net, and the almighty Photoshop. It costs a fortune, and takes a bit of learning to handle properly, but ultimately its the best. But if all you're going to do is crop, resize images or do only the most basic of photo editing, I would advice against Photoshop, and use the gimp instead. Although, I am a little indecisive as I can pretty much get the same effects using either of the two. Gimp is open source, and has enough plugins out there to have it working similarly to Photoshop.

Photoshop is the best software for photo editing. You can use cs3, 4, 5 or current update version cs6.

Photoshop is one of the best maybe. But it is expensive to buy and for newbies its very hard to work with it.
I think there are many cheaper programms for editing photos. It depends on what do you like to edit. Mostly some free software can work for you as good as photoshop.
Gimp for example. Its free and for normal user it is enough.
My work does not involves making flashy designs..
The images which I need , I make using MS Paint, I am using it from my beginning.

For RAW files , the best editing software is Adobe LightRoom. Adobe Photoshop is great too but the main problem with these 2 software the price. Too expensive for personal use. GIMP is a pretty good free tool. probably the best free alternative for Photoshop.
For simple tweaks like brightness/contrast adjustment, cropping ...etc etc I use and suggest Corel draw.
