Many SEOs are looking for .edu Backlinks to boost their reputation and authority of websites.

Not bad... but do .edu / .gov still work in 2013 after all that penguins? Maybe for a U.S.-Website, but for a GERMAN, FRENCH etc.. Website? Don´t they look unnatural for these pages?

A question I ask my self often too. I remember there were debates about this in several forums. It if doesn't do any harm to SERP then no harm trying it though.

Everything in moderation. If you could get 100,00 gov links with one click would you use it? Unwise if you say yes. It would be very unnatural and a penalty would insue.
