I agree with the rules you mencioned. In addition I would recommend to check google adwords keyword tool before you submit you article in orther to choose an important keyword as title of your article.
Titles-headers are really important, because the URL that contains the press release is going to be built based on the title.
For tier 1 links, use unique content, but also try to vary the tone and point of view of each article. If they rank in the top few pages, it will give readers different things to read that refer to your site, so it makes you look the expert in your niche. Brand it with a http:// link as well as anchored for variation and brand recognition. SEO your articles as if they were $pages. For lower tier links, you can spin them as long as they are not linking to your money sites...
