Yes.Due to the frequency of updated MozRank, it is useful. I used to check that when I am working on on page optimization for a new website.I do not think that it considers external links as a major algorithm.

If i was checking a site then looking at Page rank, moz rank and alexa would all help give me an indication of how good a site is. But we all know each measure can be flawed (alexa can be rigged very easily - plenty of gigs on fiverr). But by comparing a number of metrics you can get a good feel for a site.
