Yes, you can point link to authority site like wiki and any other. It should be relevant to your niche.
Also, using some related anchor to the site will help show that you're link is relevant or you can but the related keyword in the title tag of link and just use 'here' anchor. I normally nofollow as well, but people have different opinions on this. Usually if it's a product, I'll use this authority link to a spec page or comparison table if they have one.

I would only link to an authority site like Google Insights or wikipedia etc as they are favoured by Goog and also add a 'nofollow' tag to them so as not to take away any of your link juice but get the kudos from big G.
outbound linking can be helpful to on-page seo if done in the right way.
outbound links should be used like a books reference.
For Example: If you are writing about googles latest algoritm update, you could add a link to the latest post from google about their update and then write all about the pro's, con's, how it can affect your site and what you should do....
Don't just try to link to pointless information to try to improve rank
If the link is worth adding and relevant to your website, then only add link. Even if it is authority website the same basic rules also applies here. The OBL must be useful for the users also.

Forget Google for a second and just think about your visitors. SEO is really just common sense. Ask yourself? "If I was a visitor to my site would this link or resource be helpful to me?" If you can't answer YES to that question yourself, then why feed it to your visitors? People get so caught-up into pleasing "Almightly" Google that they just simply need to concentrate more on their visitors and then just let the chips fall where they may. And as far as using nofollow tags on all links out, that doesn't look too good; it actually looks false if you really want to talk SEO. Just think about it...if you're actually confident in recommending links/resources from your website, then why in the world would you downgrade those links by labeling them all nofollow. This easily tells Google that you don't really trust your own recommendations coz everything is nofollow. It's like recommending a good product or service to a friend but then turning around and saying "but pleeease don't take what I'm recommending seriously coz I'm really not sure about that business, I just told you coz it made me look smart". Your friend would be like What???
