Using the same description for any other page whether it is for the same website page or any other website's page, Google rate it duplication and you know that Google launched the Panda Update in February.

You should not due to Google's Panda update. I would highly advise that you to try to spin/reword the original description for the other sites since they are similar.

Yup, i also feel that it is not advisable to use the same description and it only take a while of your time to create a new description.

I don't see why you would need to anyway. Takes little effort to write a new description related to the page your are talking about.
