Static URL means that the page is the same to all viewers - e.g. HTML

Dynamic URL means that the page could change depending on what the viewer has done before on your site. For instance you might have the same page but different variables in the URL for the page to have a different language. - e.g. PHP

in my opinion static web site have only few pages it could be 1 page or 10 pages, and dynamic websites have option of auto generate pages which is very effective and important for your website and visitor to understand the navigation.

Static url have some meaning(keyword) while dynamic url not have any keywords in the URL. Static URL is always better practic than dynamic URL.
