I think there's already a thread like this but here's what I am doing right now to a new site:

Title - keyword first - if it doesn't make sense then use "Keyword: How to Use Keyword to Make More Money" or something like that.
H1, H2, H3 headings must include keyword with H1 needing it as the first word, as above^^
    Keyword density 3-5%
Content is best over 550 words (trust me)
Keyword in the first and last sentence, as well as being sprinkled throughout to the correct density
Internal and External anchor text link (external can be to an authority site in your niche or an affiliate link)
Bold, italic and underline your keyword in the content once each, ie: keyword, keyword, keyword not like this though -->keyword
Use a relevant image and set the alt-text with your keyword (and a video if you can find one or make one)
Sprinkled LSI keywords ie. main keyword golf balls, use golf club, driver, 9 iron, putter, golf green etc. Stuff that is related, which would naturally come about anyway and leads me onto the next point...
Unique and usable content that provides the reader with detail. Your bounce rate will tell you if this is right or not. I have lots of ugly sites but the content is what keeps the reader's attention and that's shown with a 0.36% bounce rate. I assume it's non-English speakers that bounce.

    Erm, I'm sure there's more...I'll be back.

Try and find Google detanator. There is all the info you need for Onpage Seo or Off Page Seo. Also Dan Kennedys ipk Killer is pretty thorough. You can find them free if you know how to look.
