I think you need to more clearify your question.
Your meta tags and keywords should be more or less the same. When it comes to metatags, page titles and keywords, I think the only major problem a search engine will have is when you are keyword stuffing. i.e when you have Too many keywords in a title tag, or meta tags. I forget, but there is a golden rule about how many words to use to make the tags work perfectly.
What you can remember though, with keywords and meta tags, you are basically just putting together strings of keywords that a spider will read through when it crawls your site. With adding keywords to your page titles however, you need to take a look at it from a visitor's point of view to make sure that it "reads" like a sentence.

Meta tags are HTML codes... How your keywords can be the same?
If we assume you are talking about keyword meta tags then let me tell you that Google is now ignoring the Keyword meta tags. Meta keyword tags are about putting your keywords in html code and they are suppose to be the same (that you are targeting)
Other meta tags that you can use are,
- Description tags
- Title tags
- Other modified tags
