The two go hand in hand. On page SEO needs to be taken into consideration before page creation is started. This would include keyword research, title, headings, and basic outline for the page. You need good on page SEO to realize the maximum benefit in your off page SEO. Good on page SEO can give you small traffic, but it is the off page SEO that can drive significant traffic to your page.

both are equally important and worthy. on page is worthless without off page and vice versa. well both have to be perfect and successful.

I wrote about this many times before, but will do again.
ON-Page SEO is a MUST!
Before you start building links you need to make great ON-Page SEO foundations.
Then with the power of OFF-Page SEO you will see great results in SERPs for your targeted keywords.
Let say that you have two pages competing for exact keyword term "golf clubs".
First page is not been ON-Page SEO optimized and second page is On-Page SEO optimized.
Now for first page to rank for keyword "gold clubs" you will need to build much more backlinks from authority pages than you will need for second page,
I can't tell you exact numbers how much more backlinks, because it depends, but I can assure you that you will need to have significantly bigger number of backlinks for that first page.
So do your ON-Page SEO right and you will have less work later...

For me On-page is good in SEO. Off-page optimization will not be counted to increase the PR of the website. On-page will help us to increase PR. And On-page it is very important.
On-page factors are :
1. Title you use in the website.
2.Keyword you use.
3. Description you give on the keyword you use.
4.Content of the page.
5.Alt tags like H1,H2.
