for the first question - yea, its important fact. However I don't know how to answer your second question.

Like Wink0r said it is only good for visitors first impression, and it is a factor in ranking but I think it is not "important" factor as the title tag and content of your page and if you don't specify your description google will generate one for you from your content.

I think it's CRITICAL to have a Description - even if Google (as it often will) doesn't choose to use it. Unlike the Title - you have twice as much space to SELL and ENTICE someone to click - and to use other keywords, plurals and variants you want to rank for. They also help define your site's overall Theme. It's just too high-ranking of an On-Page factor to ignore.

I see far too many sites - AutoBlogs in particular that have no - or a lousy Desc - and they wonder why they can't pull in decent traffic. Without good headers, the endlessly changing daily posts/vids/Tweets are just an endlessly MOVING TARGET that the search engines CAN'T categorize or rank consistently for.

Even Pligg or Directory sites that are boiler-plate and do not have Decent Meta tags and at least some unique, hand written, context specific body content on the index page suffer because there isn't anything MEANINGFUL for Google to latch onto.

Desc (and Keywords) ARE something you can - and should CRAFT to perfection. Otherwise it's a missed opportunity - and a competing site can easily One-Up you just by taking 3 minutes to do what you didn't.
