Changing design have no effect in SEPR unless the conditional codes are erased from your theme.
Redesign can even help you in seo if you do it right and validate your html, css, xml...
Also if you speed up your website it can also help you in seo.

But I think well optimized and structured website is even more important.
Change in web-design doesn't affect in SERPs.However in navigation in new web design should not be complex.
