Yes, many of those keywords would be easy to optimize. A lot of those will even have keyword domains available. That is because there is little value in a keyword with so few searches, unless it is a part of a much bigger picture. Even the number one position in the search results does not get all the clicks, so a few visits a day would be the best that you could hope for. Only a small percentage of visitors will click on an add or buy a product. Most people look for a minimum of 1000 searches a month for a keyword and group several related keywords into a site.
