I have been very fortunate in my bulk emailing campaigns. The company I use is not widely known, but they are excellent.
I just send 1 of the support staff my leads, and he scrubs the leads for any complainers in a huge database list, and then
sends those leads into the software. I just pick my campaign in which to load those leads, and I let it run for hours.
They only allow to send out 5500 leads a day...and it sends the emails at 15 at a time, wait 1 minute and do it again.
They have their own hosting company is help majorly in ISP complaints. You get to send out 100,000 emails a month,
and it comes with a prospecting system including for the leads that fill in the capture page form, and calling the leads that like what your offering.
They have training everyday, Monday through Friday, and are extremely helpful!
The price is 49.95 a month, ($25 for Software + $24.95 for Bulk Hosting)

There are various list-management systems that will send emails to a list of any size, and do so in a way which complies with the Can Spam Act (i.e. automatically including mailing address and unsubscribe link).
These include MailChimp, GetResponse and Aweber.
I am using MailChimp currently, as my lists are still relatively small, and they are free for lists under 2,000 members.
Not every email will get opened, and you will occasionally get unsubscribes, but with a good list-management system, you see all those details. For example, on my better lists, the open rate is just under 50%, on average.
Think about exactly what you're going to do with your list, and which features are necessary for that, before you choose which list-management system to use, although most of them make it easy to export and import lists, so you can always change later if you need to.
