Here are a few tips to avoid making people feel like you are spamming them.

1. Require them to double opt-in to your list. This way it makes them take an extra action to confirm that they REALLY WANT your to email them.
2. Segment your email list and only send them emails about things that they are interested in.

The best way is to make sure users sign up to a mailing list or a newsletter. Don't send e-mails to people you don't know. You should only send around 2 e-mails a week. You don't want people to delete all of your e-mails, so the less, the better.
