In the industry I believe this is referred to as MLM (multi-level marketing) and is somewhat of an accepted practice without the negative connotation of pyramid (scheme). With a pyramid the primary way to make money is to get others to join. With MLM the downline can also be an important income source, but doing the task can also produce income. I only took a quick look at this program, but it does seem to fall under the category of MLM.
