I tend to find that most people willing to sell links on PR4+ sites at a cheap price have so many out bound links that it's more or less a waste of time as the 'real' value is down to PR1 or less because you're just one of 100s of links. Perhaps it's just most of the offers I've had so far but tends to be the way it's been for me.
