You can get quality banners on fiverr,

Graphicsriver has a huge collection of Banner PSD'S check them if you didn't find any suitable one hire a freelancer

I used fiverr several times for logo, header and facebook cover image creation. For $5 you will get one image, but if you order more at once, you can get discount. If you wish I send you a person who give nice images.
