I'm going to report this thread because there is no way those followers will be real human twitter accounts. They will be bots or accounts with no activity. Take your spam to another forum please.
I understand your concern and thanks for notifying, but we can't accuse anyone if we dont' have at least some evidence.
Based on thread description and this member reputation, etc... I also suspect the worst.
That said I would advise people to be careful, but until we find out what is actually offered here we can't just delete threads.
For example 80-90% gigs on fiverr are very low quality...
