dont use this list with a tool, you will get penalty for your website, if you still wish to get penalty then you might use Social Monkeee for this type of spamming

But what the other option? Starting submit your site manually one-by-one into 4K+ php forums?

one more service it called something like 100 backlinks etc I think it also generate Forums backlinks

There is no need to create backlinks on all 4473 forums. Rather choose some quality forums from the list and build backlink on those sites only.
