You are asking too much from a Free Hosting service.
It's hard to find a budget host which gives you 99.99 up-time so it's next to impossible. But 95% is acceptable. Also forget about automatic backups. No matter what they say, free or paid you should take your own backups. Specially if you plan to run CMS stuff.
I can say the best free hosting provider I have found is Frihost. It's a post to Host type hosting provider but They have been in market for 5 years now and I have been with them for 4 years. Pretty much like a paid hosting service. Nothing fancy too. You get Cpanel, 10GB bandwidth and 250 MB space.
I heard 000webhost.com is good too.
