im gonna run a file share site like megaupload.com ,the user can upload files and share ,or download .so im searching for a hosting server for it.any ideas ??

To do a site like that you will need a VPS. To do it now days you will also need a good lawyer.

Dedicated Server probably and also make sure you find a offshore dedi somewhere like Netherlands or Ukraine. These times are not very good for file sharing sites.

ps Europe was banned as USA. so meaby You can try some island countries or india?
It is WORST IM think what i heard in recent times...
the Chinese reportedly use the word as a curse: "May you live in interesting times" probably they derided by many
