HTML is the programming language for web pages. ASP.net and .php are server side scripting languages. ASP.net is used on Windows OS servers and .php is used on Apache servers. Server side scripting languages are used to serve dynamic web pages. A straight html page is a static page. Dynamic pages are assembled on the server and presented to the browser as html.

Dynamic pages can be as simple as using a server side include for your menu so that you only have to make a change in one file and it can be reflected through out your site. Dynamic pages can also be as complex as to build the entire page from bits of code on the server using various bits in various places to present the different pages of a site. This is what the various Content Management Systems (CMS) do. The most familiar CMS is a WordPress blog, but most eCommerce sites are built on a CMS.

Anyone that limits themselves to ASP.net limits themselves to MS OS servers - not the wisest of moves.
