Or one can use randomly mix of followed and nofollow web2.0?

The basic concept of link wheel is backlinking your own articles... If you make your links no follow then there is no benefit of link wheels.

Just for Information, many webmasters believe that it is spamming and very close to black hat.

Always randomly mix the two- that way it is less trackable by Google since it appears more natural

But not always, if the site is popular enough and has professional look and feel with a decent home page PR, people regularly visiting it, and you've got a chance to dig a no follow link, you should never miss that chance.
