I am trying to get to grips the same thing, seems most other SEO methods are not as important and I am starting to get more and more customers looking for the harder optimization but backlinks are something I am struggleing with myself.
In my opinion you should go with manually link building strategy because tools not give the result in right way.
As long as you don't overbuild then free tools are nice. SocialMonkee(dot)com lets you do I think 25 submissions a day with spintax. The submissioins wind up as comments on their own network of sites. So far it seems pretty low profile below that of what Google will be looking for. I know they recently changed their free version so I'm not sure how it works anymore but that is one option for more links. Hope that helps.
