Yes you can improve your pr, but do not judge your site fully on pagerank, its overrated.

The most common ways to get backlinks from .edu or .gov pages is by either forum profile links ( creating a profile on a forum then placing your link in your profile) or blog comments (pretty simple.) There are some posts in the free section with .edu blogs or forums to get backlinks from, you just have to do your research.

You might be able to find .edu and .gov blogs that allow comments. I have before. The best way to do this is to use Google.

Google something like: fishing .gov leave comment
Of course use your niche, then dig through the results looking for .gov sites.
Read post and comment. These are hard to get approved so you must be on topic and not just spam.

I'm sure .gov blogs will be harder to find in most niches, fishing is a food one though. I'm sure .edu has a much better selection.

As for your pr, of course you can grow it. Just use good content and build links.

    Good luck.

You can improve your PR with backlinks from high PR dofollow websites! A Backlink from a high PR site transfers a portion of that power to your website (called "Link Juice"). A link is assumed to pass more link juice: 1) the higher the PR is, 2) if it is dofollow, 3) if the page that the link is on, has a lot of link juice pointing at it, 4) if the page that the link is on is relevant and on the same topic as your page 5)if there is an anchor text with your keywords! If you generate a lot of these links, the PR of your page will be higher after the next update!

Stop worrying about pr, maybe it hasnt been updated, and maybe you have low authority backlinks.

Google makes his (or her??) PR update only once or twice a year! So you have to wait until the next update to see your new PR.
But as henryJ noted already: The PR is not everything! Keep on continuously with backlink building and writing good content! Sooner or later your site will also rank well!

As I know that google usually update PR 4-5 times/ year. So you have to wait dude.
