Thread: Link wheeling??

Can someone please define what is link wheeling in simple terms? I have read about it from two sites but I'm still confused what it states.

What I understand from this is, the first keyword should point to my money site and the next to a blog created on blogger or some other site? But that means it will all circulate between my own creations? How would it be possible to have some share of someone else created links?
