I think article marketing is the most effective link building technique. Submitting articles to directories, blogs and creating link wheels with them especially is a very good strategy. Articles also more often than not can make a page more relevant to your link/keyword in the perception of Google because of the amount of content they usually consist of.

By the way, I think you should also have social bookmarking as a choice.

Yep, I also believe that a good blend is the best approach for a successful SEO campaign.

Contextual links are best, and backlinks with a good diversity and consistency in amount of links build shall be a good choice for strategy...never opt for bulk links and pyramids... they harm more than good from my personal experience...

The best SEO Technique is to pay me for a SEO Service... :P

For effective result, its better to combine all techniques and focus more backlinks from the sites which are related to your niche.

I think its blog commenting. but it needs a lot of time and effort if you do this.

I prefer article marketing in good quality private blog network such as BuildMyRank, etc. By spreading my link through BMR, I can expect for ranking increase in relatively short time. I’m subscribed to AMA and UAW too but most of blog in their network is low quality.

Mine isn't on the Poll, but the best is contextual homepage links with high PR, with follow links, and if you have access to the high PR network of homepage contextual links then you are able to see an dramatic increase in search engine results.

It's good to use all of these for a nice diverse link profile. As far at most effective, I would say they all play off each other with contextual links being the ones that will help you most.

The best link building technique are Forum posting, blog commenting and Article marketing. Through these three techniques, you can get lots of traffic and back links to your website. In the article marketing you can write more relevant content regarding to your website/keyword, it will definitely give the benefits.

I think a combination of all things are good - so long as it looks natural. You can't blast a lot of forum profiles or blog commenting and think that Google will not recognize it as spamming and not have it hurt your website overall.

I pay for seo services for these things - as they can concentrate on working on that, while I can concentrate on building more quality websites.

Like all said, mix of all techniques is the best.
But, press release canbe the best single thing if it's done right.
