    The order of links placement

How important the order of link placement, for example link at header, link at footer and also link at sidebar, do SE crawler treat all the same way?

if for visibility, i would say link at header give you more visibility than link at footer

but if for indexing that also contribute to ranking purposes, do SE crawler give more value to index link at header first in spite of link at footer or sidebar.. OR all the links are treat the same way?

I haven't really noticed a difference no matter where the links are. You also need to keep in mind that crawlers read the code, not so much the design. For example, we may see a left sidebar with a footer below it, but depending on the design of the site, the footer may actually appear higher in the code than the sidebar. Regardless, it really doesn't make much difference as long as the link looks natural and not paid. That being said, I would stay away from footer links unless a site places their blogroll in the footer. Back in the old days of link building when services like linkworth were still a viable form of link building, the link brokers would have the webmasters insert a random link in the footer with no regard for layout at all and these looked totally spammy.

In most cases: Most of your backlinks should be from text within the main content area.

Google can render a website just like your browser does. If you use css to place the first div in the sourcecode in the footer, Google will notice.
