How can I building links through link wheel?

I use many ways to building links like directory submission, article submission, forum posting, commenting on blog but I don't know about link wheel, what is it, how can I build links using this?

A link wheel can help your SEO campaign. My english is not very well but i will try to explain how should be structured a link wheel.

First start your website and become backlinks from a blog, web 2.0 website, squidoo, another blog, a freeblog, a few social bookmarks, a few press releases, a few article directories etc.

No doubt link wheel is one of the best strategy of getting traffic and backlinks.
In my opinion it is very spammy way of getting backlinks. In fact there are many webmasters who believe that link wheeling is black hat technique. It is less organic way of backlinking, so, I would lean away from it.
