In my view, it is better to exchange blog rather than exchanging links, some how, link exchange is caught by Google, whether it is even 3 way so you have to be much careful.
But blog exchange or article exchange is recommended by Google mainly.

Google is now very hard on Link exchange. so blog links exchange is only good option and better to do some guest blogging.
you can be highly potential caught by google if you link exchange with the blog that shared same IP with you.. mean shared hosting.. but if totally different class IP, i think is to hard for google to caught people doing link exchange
