Which one is good, would you like to hire any link builder or would you like to build links by yourself?

Well, those webmasters who are just starting and they have one or two websites then they should build links by themselves, this way they would learn lots of things and these things would help further.

Two ways you can do

1) Build your backlinks yourself manually. You can use some tools, if you can afford, Scrapebox to find high pr blogs related to your niche.
2) Buy quality backlinks from a trusted seller.

Hiring a backlinks builder on permanent basis can damage you ultimately.

you can make link building by yourself BUT require a lot of time..and really time consuming! if you have a lot time and nothing to do, you can do by yourself, but i suggest you hired somebody to do link building process

It's really better to buy links and spend your time improving your site content/design wise.

That question is really dependent on the individual and their particular situation. For example, some individuals either do not have the time, knowledge, or whatever else to do an effective seo campaign and link their sites themselves. In these situations it would probably be a good idea to pay for someone to do your seo for you, if organic ranking is a business goal of yours. But for some, they love trying to figure out how to get to the top and figuring out how to do it themselves.
