You have to start link building for your blog or website. Blog commenting, forum posting and guest posting is great way to get quality backlink and page rank.
Backlinking and blog commenting are both backlinking if you leave link in blog commenting, and yes they wil increase your PR if you gain links from high PR pages with few OBL's.Quote:

PR is vital thus one should increase it but according to me,I think backlinking always increase it.
