what type of back links are better among the following, if you can give the reason for your answer too. I'm going to build a network with about 20 sites with some friends, so I need to know about this.
back links from social bookmarking sites
back links from blogs
back links from directories
I think that context links within blog posts would be your strongest links overall, particularly if the blog has some PR.
I think of directory links as more of a long term strategy and social bookmarking as more of a short term strategy.

All best backlinks must contextual backlinks.
Undoubtedly social bookmarking sites is the best way to build back-links. Not only to get back-links but also u will get huge traffic. So high PR bookmarking sites like digg, reddit, stumbleupon, delicious, blinklist, etc., will give quality back-links. I think getting small amount of quality back-links is enough to get a site ranked in SERPs. Its my opinion.
you need to get the high pr backlink. which are value able.
weather you get through the blog comment. or social bookmarking sites.
or so many other ways.
1. Backlinks from trusted directories like DMOZ, Google, Yahoo because all the major search engines give preference to their respective directories
2. Backlinks from popular niche related blogs, because blogs are part of social media... Every time crawler visits the blog it will index your website, hence frequency of crawler's visit increase

Social Networking Bookmarks are the best, easy, free and more so reliable
High quality backlinks are not coming by an high PR backlink!
A high quality Backlink you can onlky get when the site which your backlink is posted have the niche related keywords in H1, H2 and H3 Title Tags.
Also the site must have niche related keywords as anchor textlinks to other related websites.
So its very useless to get an backlink on a catfood website when your content have fishfood.
The best links are those that are not bargained for. Where a website editor decides to tell the world about you or your product without compensation.
It depends on why you want the backlinks. If it is for better SERP's then any high PR, do-follow, in-content (ideally in the first 2 paragraphs) anchor link is the best.
If it is solely for direct traffic generation, then any backlink that is visible by your target market is the best. It really depends on your niche.
The best backlink is really from authority sites, preferably in your niche- quality does wonders over quantity and when you have a strong authority site, it doesn't matter if it is a blog, social bookmarking site, or whatever.

Blogs are quick to crawl, and are a good balanced strategy. Partnering up with other blogs is a great idea.
Directories are a great long term strategy.
Social media, as hogward stated (below) is a strong short term strategy with the added benefit of immediate traffic. If you have good content and a good strategy, social media can spread the word on your site exponentially giving you many links and a lot of traffic.
My suggestion to you is to do them all. This will help you build a balanced strategy. You can focus a little more on the ones that you see work better for you, but do at least a little of all of them.
