internal link = link to a page of your web, outbound = link to a page of other domain
And just to add, the outbound links to your site are going to be more valuable than the inbound ones.
To set the record straight and define the terms to the best of my knowledge:
Outbound links are links from your pages to other websites. It is good to have some outbound links particularly to authority sites (high PR) within your niche.
Inbound links are links from other websites to pages on your site. These are the ones that we are all looking for.
Internal links are links from one page to another page within your site. Your site navigation links are internal links, but it is also good to have in text links to your important pages.
I suspect that londes confused inbound links with internal links.

So we could post some articles or such on other forums, websites, etc and place our own link on the site. This is the outbound link right?
But how do I get someone to link back to my site from someone else site?
If you post an article to an article directory (not your site) you are allowed links to your site in the resource box for the article. To the article directory those are outbound links, but to your site they are inbound links known as backlinks.
There is a place in most forum profiles where you can include your website URL. If you continue to post here, after 7 days and 25 posts minimum, you will be allowed to create a signature. You can put a link to your site in your sig.
You can use the directory submitter tool to submit your site to directories.
If you write comments on blogs you can usually include your website URL.
If you have very good content on your site people will want to link to your pages.
If you have a budget you can buy links.
There are many ways to get links back to your site, just read through some of the other threads for some more ideas.
