IMHO neither of the choices you give is important. Writing articles and posting them on low quality article sites worked in the early days of the internet. Not any more. The same goes for directory submission. It doesn't help your website a lot if you have links to low value sites. If you want to submit your article, write a valuable article with good information and submit it to high value article directories -- after you publish first on your own website. If you're going to have links to other sites try to link to sites with PR, not to low value sites.
