its interesting because these links have value but the more they get abused the less value they have... you must stay one step ahead of the curve..
the one thing we notice! there is still power in an edu. link or wiki link as long as it is built with content... otherwise we don't feel it has the same value anymore!
I think edu/gov back-links have not been devalued till now.

I still use them, however, in keyword niches where they are rare, i will only use a handful. If you have 100 edu/gov links and the competition has zero, this doesn't look right unless it is to a page that these groups would actually link to.
They aren't worth as much as people make them out to be. I believe Matt Cutts said it was something like 1.5x the link authority as a regular link so thats really not much.
All I know is... if you have a normal domain like .com and getting edu and gov links... that have not much effect.
But if you have also edu or gov and getting edu gov links.. that have big effects.
I think google will count this only.. if you own by yourself a edu or gov link.
EDU links is a marketing, old GOV links is the power
edu and gov links are verry important . google loves them and these links are helpful to get high SERP.
If Google devalued edu/gov backlinks then they likely devalued all backlinks in general. I don't think Google gives edu/gov special treatment simply because they're edu/gov. I think that's a myth.
I don't think the reason edu/gov backlinks tend to be good has anything to do with the domain extension being edu/gov. It's the age of the domain. If you look up the age of edu/gov domains you should notice almost all of them are around 15+ to 20+ to 25+ years old. Any com/net/org etc... domain that is that old and has never lost Google's trust should have the same level of trust, authority and value to Google as a typical edu/gov domain.
I think with present Google updates hummingbird and penguin 2.1 yes .edu and gov links can be considered as important cause they mostly have a very good page and domain authority. But it is also a fact that they can't bring rank to your keyword or site instantaneously.
I think it depends.
Having EDU and GOV links from sites with no ranking power, relevancy, or content are not worth much anymore. Links from EDU and GOV sites that have ranking, relevancy, content, and are local to your business are very powerful.
Google is not blind to what SEO manipulators do. They are constantly tweaking the algorithm, but they still give precedence to GOV and EDU links that have their own power.
Edu and gov links are really great, but they don't give do-follow links to other sites easily. What most you can do is to get a no-follow link from Blog comments, but those won't pass much value to your site. They can just bring you traffic and that too has very less probability from blog comments.

I ma using them for my niche sites since last few months and they are working good. But never used them as the only backlinks for my sites; I mix them with other kind of backlinks like web 2.0, forum profiles, articles directories, web directories etc and see the ranking improved.
